‘BBMP’s toilet planning has gone awry’
The BBMP’s efforts to revive public toilets have failed ever since the collapse of Nirmala Souchalayas about a decade ago. When big tech giants like Infosys couldn’t do anything for toilet maintenance, despite pumping in thousands of crores, how can the BBMP think corporate firms will come forward to build and maintain toilets now?
Let’s say some companies express interest, but can the BBMP give them the assurance that the toilets would be maintained? First of all, does Palike have sufficient water for these toilets? The BBMP wants to construct 2,000-odd toilets, but can they be sufficient for a city as big as Bengaluru? In Majestic alone, the floating population is around 10 lakh. The BBMP has no idea how many toilets are required and which areas need how many toilets. The solution does not lie in an ad hoc pubic-private partnership model but in comprehensive planning.
People who are on the streets need quality toilets. Let the agency charge money, say Rs 2 per usage, and let it not make the toilet facilities free. But the focus should be on providing hygienic and well-maintained toilets. Holding public consultations, field visits and surveys will help the BBMP in tackling the issue. The Palike’s plan to construct 2,000 toilets will become mere eyewash if it does not draw up a comprehensive plan.
