Thiruvananthapuram: New smart city consultancy to be finalised today
Thiruvananthapuram: The smart city consultancy for Thiruvananthapuram Corporation will be finalised on Tuesday. The State High Powered Steering Committee (SHPSC) is planning to meet at 3 pm and evaluate the proposals. The consultancy chosen will help Thiruvananthapuram Corporation in preparing the proposal to participate in the Smart City Challenge. This is the second time that the tender process is being held, after the SHPSC cancelled the process the first one citing procedural errors. Chief Secretary S M Vijayanand, who chairs the committee, had said that earlier an addendum about selection process was revealed only after the Request for Proposals was sent.
The SHPSC had then noted that even though no consultant got an unfair advantage, it was better to include the components, weightage and cut-off marks in the RfP stage itself. "The consultants on Tuesday will be asked to make a presentation, just like how it was done in Kochi. Only after the presentations, the financial bid will be opened," says S M Vijayanand. As per the criteria published in the RfP, the previous experience of consultancy in doing projects in urban development in Kerala will be evaluated. The concept and approach to make the city smart will get a maximum share of points. Of the six consultants who applied the first time, it is learnt that five have applied again. In addition three more have also applied. Once the consultants are shortlisted based on their presentations, the firm quoting the lowest will be selected. The amount has to be within Rs 40 lakhs.
