Kochi: Kerala High Court on Monday criticised the Opposition led by the CPM for announcing a hartal against the Kasturirangan report. A division bench comprising Justice S. Siri Jagan and Justice K. Ramakrishnan made the oral observations while considering a plea filed by a quarry owner based in Thrissur seeking police protection.
The court asked whether any of the activists supporting the hartal knew what Kasturirangan report was about. It also said that in the last seven years the state had witnessed several hartals.

Development of the state was affected at least by ten years, the court said and asked the state whether it had initiated steps to create awareness about the report by handing it over to the affected parties.
A division bench comprising Chief Justice Manjula Chellur and Justice A.M. Shaffique asked the state to submit a report on the proposed plans for enacting a law to amend the Prevention of Damage to Public Property Act in the wake of hartals. The court was considering a plea filed by an NGO named Proper Channel.
