Telangana will be a big test for cops: IB

Security will be a concern in both states; Sonia to give final shape to draft T-bill today.

New Delhi: The country’s top police official and director of the Intelligence Bureau Syed Asif Ibrahim on Thursday said the creation of Telangana has thrown up new challenges for the security agencies in view of counter-agitation.

Addressing the annual conference of directors-general and inspectors-general of police from across the country, the IB chief said because of the Telangana agitation and counter-agitation new security challenges have emerged at the state as well as the national level.

Though, the IB chief did not dwell on the security concerns, top security officials said when Telangana is carved out of Andhra Pradesh, Maoists or jihadis may try to take advantage of the situation during the transition phase as the situation is very volatile due to the agitation and counter-agitation in the state. Top sources said that Andhra Pradesh has created excellent police organisations like Greyhounds to tackle the Naxal problem and OCTOPUS to deal with jihadi activities.

Therefore, the division of both these forces is carefully being examined by the Centre which is aware that after the creation of Tela-ngana, both the states will have to create similar organisations in the shortest-possible time, the top officials said.

Security will be a concern in both states

The two new states will have to quickly develop a intelligence-sharing and coordination mechanism as well.

For Telangana, jihadi activities, Maoist problems and communalism will remain a challenge on the security front, but for the residuary Andhra Pradesh coastal security will emerge as a concern to grapple with. The security agencies have apprised the Union home ministry of the concerns facing both the states after the bifurcation.

Telangana Bill in Winter is doubtful

Besides, sources also said, the new state governments will have to address insecurity issues of Seemandhar settlers in Telangana and similarly Telangana people in Seemandhar region.

The home ministry has readied a sizeable strength of central forces to assist the state in maintaining law and order once the Union Cabinet clears the proposal for the bifurcation of the state and the Andhra Pradesh Reorganisation Bill is tabled in the forthcoming winter session of Parliament.

Hyderabad: The Group of Ministers (GoM) on Telangana could not finalise the draft Telangana Bill on Thursday and will meet again on Friday and then on November 27.

The Congress Core Committee in its scheduled meeting on Friday under the leadership of Sonia Gandhi is expected to take a call on giving final shape to the Telangana draft bill and the decision on the status of Hyderabad.
