Leaders jittery over Kuda master plan

Kuda’s special meeting for the municipal and general election have links with the controversial master plan 2031.
Warangal: The soon to be approved Kakatiya Urban Development Authority (Kuda)’s master plan 2031 is giving jitters to city politicians of all hues as their successful comeback in the forthcoming municipal and general election is closely linked to some of the controversial proposals in the new master plan.
This was evident at Kuda’s special meeting meant for public representatives at KMC auditorium on Friday, which witnessed a high voltage reaction when Kuda’s consultant advisor and exdirector of Hyderabad Metropolitan Development Authority (HMDA) Viswanath Sista disclosed that the master plan implementation would require a whopping Rs 9,000 crore.
What irked the Opposition side was Mr Sista’s remark that the master plan implementation costs would have to be raised by WMC alone by levying what is called master plan implementation charges (MPIC) without any dedicated funding by the state. The mere mention of MPIC created a furore in the KMC auditorium with TRS Warangal West MLA D. Vinay Bhaskar questioning its ways and means as it entailed putting burden on the WMC residents.
In the course of the discussion on other aspects of the draft master plan, the last before the urban development authority conclude accepting suggestions and objections from people till November 30 deadline, political representatives sought clarification on the methodology Kuda intends to adopt to acquire 5,700 acres of government land in eight mandals for development.
“There are many practical issues involved in the implementation of the new Kuda master plan before people start questioning us as to how the Rs 9,000 crore would be raised and how illegal encroachers and slums in 5,700 acres of government land would be evicted and rehabilitated,” said Mr Vinay Bhaskar, whose queries on the two issues did not elicit any response.
Planned proposals for road widening projects under the Kuda master plan 2031 too created a scare among the city politicians as it involves demolition of existing buildings.
In his concluding address, BC welfare minister Baswaraju Saraiah asked public representatives to give their suggestions and objections in writing to the authorities.
City’s ex-corporators from different parties, ex-mayor and BJP senior leader T. Rajeshwar Rao and several other politicians participated.
