Andhra Pradesh & Telangana staff spar over ‘cadre allotment’
Hyderabad: Telangana Non Gazetted Officers’ Association president Deviprasad on Friday warned that government offices in Hyderabad would turn into battlefields if the Centre continued with employees from the Coastal districts and Rayalaseema in the Telangana government.
He was speaking to mediapersons after submitting a representation to the Kamalanathan Committee on employees’ cadre allotment. Maintaining that the Committee should not give options to employees to chose their cadre, the Telangana employees’ leader said cadre allotment should be made only on the basis of nativity. “What is the purpose of achieving Telangana?” he asked.
The Rayalaseema employees have been opposing the “option”, a guideline which the Centre followed in the previous instances of state divisions. The leaders also urged the Kamalanathan Committee to keep all promotions on hold till the Appointed Day of June 2. “The promotion matrix will undergo complete changes once the cadre allotment is over. The Telangana government can effect promotions to its own employees,” they argued.
On the other hand, the Seemandhra employees stuck to their guns and wanted the Centre to follow the “option” rule. APNGOs president P. Ashok Babu gave a new twist to the cadre allotment by demanding that the exercise should be put off till the new capital for Andhra Pradesh was decided.
According to him, the government would anyway give options to employees who would be in a better position to decide on their option when they knew where the new capital would come up. He also demanded that option should be given at every district, zonal and state level posts. The Secretariat Seemandhra employees association also wanted the panel to give “options”.
Meanwhile, the Kamalanathan Committee decided to hold interactions with employees on Saturday . According to an official press release issued by principal secretary of finance, Dr P.V. Ramesh, leaders of associations who could not make their oral submissions to the panel could utilise the opportunity on Saturday.
Those who made oral submissions on Friday would be given opportunities to hold detailed discussions at a later date, said Dr P.V. Ramesh.
