Guwahati: The ministry of home affairs has amended the policy of UPA government on dealing with insurgency in Northeastern states and formulated a new policy of no talk with any militant groups.
Sources in the MHA told that the decision was taken after the NDFB(S) militants killed more than 80 adivasis in Assam.
The policy would be applied on a faction of the Ulfa also.
Sources said that every insurgent group of Northeast that is found to be killing civilians will be treated as a terrorist organisation.
The MHA has decided to convey the new policy of the governments of all the Northeastern states.
However, this policy would not affect the on-going peace-talks with the insurgent groups of Northeastern states.
Asserting that the option of holding talks with the Songbijit faction of the NDFB has been closed now, security sources said that the MHA has also asked the National Investigation Agency to probe the Assam carnage on some specific points.
The MHA has asked the agency to find out if there was any political and official link behind the carnage of plantation workers. The NIA would also try to find out the sources abetting and financing the terror activities of NDFB in Assam.
Clarifying that the MHA had asked for a sustained counter-insurgency operation against the anti-talks faction of the NDFB, security sources said Bhutan had already moved its Army to provide back up support from their end to the military operations launched in Western Assam.
The MHA has also asked for Army operations in neighbouring Arunachal Pradesh. Sources said that there was no legal restriction on the security forces to go across the Arunachal state border for 20 km in hot pursuit. The MHA has also rejected the refrain of Assam Police about NDFB rebels taking advantage of the porous border and sheltering in Bangladesh.
