TS govt wants to change the Presidential Order rules to ensure more TS aspirants get jobs

Hyderabad: Telangana State Public Service Commission has advised against changes to the Presidential Order strictures on employment and local status definition. The TS government, however, has asked the advocate-general about the process and legal implications of changing the Presidential Order before the first large-scale government recruitments to be held in the state in July.

The Presidential Order, under Article 371D of the Constitution, provides definitions of local candidates and zones for employment in TS and AP. It was issued in 1975 for undivided Andhra Pradesh and continues to be in force. As per the AP Reorganisation Act, the same rules are to be followed in both states.

The rules had divided undivided AP into six zones and locals of each zone would have reservation for employment there. Any person who has lived in a particular region for four years before the recruitment exam is considered a local. The multi-zone cadre recruitment allows 30 per cent posts to be open to all while multiple cadre allows 40 per cent posts to non-locals.

The TS government wants to change the Presidential Order rules to ensure more TS aspirants get jobs. However, the Presidential Order rules can only be changed by the Union home ministry on behalf of the president. TSPSC sources said the that the body has told the TS government that the existing rules should continue for now.
