Kempanna panel may summon politicians and bureaucrats

The sources refused to set a deadline to submit findings to the government due to various problems

Bengaluru: Politicians and bureaucrats are likely to be summoned for deposing before the Kempanna Commission of Inquiry which is probing the Arkavathy denotification scam.

“At this juncture, we have not decided who are the politicians who will be issued summons to appear before the commission. But, senior bureaucrats from Bangalore Development Authority (BDA) and Urban Development Department have to depose when they get the summons,” sources told Deccan Chronicle.

The inquiry commission headed by retired judge, Justice Kempanna has been constituted by the State government following rampant denotification of land earmarked for the Arkavathy layout by Chief Minister Siddaramaiah. More than 75 affidavits had been submitted by various individuals and organisations to the commission to substantiate their claim that the Siddaramaiah government had denotified the layout land.

The BDA, after much delay, had submitted documents running into over 1.25 lakh pages pertaining to the Arkavathy layout controversy along with judgment by various courts. Sources said that the commission had reached the inquiry stage and is examining the affidavits submitted by individuals. Persons who have filed affidavits would be summoned for the cross examination.

The netas connected with the scam would also summoned in later stages of inquiry for deposition.

Sometime, politicians may seek more time for deposition due to one or the other reason. The commission cannot ask the netas to appear on the day given to them. This may cause delay in submitting the final report to the government.

The tenure of the commission ends on February 29, 2016 and their endeavor is to finish the given assignment before that period. But, most probably, it may not be possible to give the findings within that time limit, sources admitted.

“The commission staff is yet to look into 1.25 lakh page documents furnished by the BDA. We have to crosscheck the documents with the affidavits submitted by parties and also ascertain whether those documents were in accordance with the terms and references set for the inquiry commission,” sources pointed out.
