Bangalore: Unemployed youth anxiously waiting for government jobs in the six backward districts of Hyderabad-Karnataka (HK) under Article 371(J) of the Constitution, will have to wait till the government notifies the status of vacancies in all government departments of the six districts.

The government has told district administrations in Gulbarga, Yadgir, Bellary, Raichur, Bidar and Koppal districts to furnish the status of vacant posts in the departments which will enable the state government to issue notifications to fill up the vacancies.

The government has given a month’s time to the district administrations to convey the status of vacant posts. Once a two-cadre system comes into existence—one for HK region and the other for the rest of Karnataka—the  appointment process will begin, sources said.

The sources maintained that the Congress government has decided to take political advantage of the special status by organising an event in the HK region to officially launch the benefits under Article 371(J). A senior officer working on the implementation of Article 371(J), said that the appointment process will begin once the government notifies the separate cadre system for the region.

Once the two-cadre system is notified, the government will give options to officials who hail from HK region to choose the new cadre or remain in the existing Karnataka cadre. If they opt for the new cadre, they will be transferred to the HK region and their seniority will be covered under the new cadre.

On November 6, 2013, the state government issued a gazette notification pertaining to Article 371J. The Employment (Reservation in Appointment for Hyderabad-Karnataka Region) Order, 2013 provides for creation of local cadre and reservation in the Hyderabad-Karnataka region.

Under this notification 75% reservation is for group A junior scale officers, 75% reservation for Group B, 80% reservation for group C. Hyderabad Karnataka Pradesh Horatagala Samanvya Samiti has urged the state government to maintain transparency in recruitment.
