Mohanty fails to convince KCR over issues related to state bifurcation
KCR tells Governor officials not transparent in explaining his concerns
Hyderabad: The two-hour long power point presentation by Chief Secretary P.K. Mohanty and other senior officials on bifurcation-related issues at Lake View Guest House on Friday has failed to convince Telangana CM-designate K. Chandrasekhar Rao. DGP Prasada Rao was also present in the meeting.
Mr Rao rushed immediately to Raj Bhavan after the meeting and met Governor E.S.L. Narasimhan to express his reservations and objections over several issues concerning division of assets and employees besides sharing of water resources between Telangana and Andhra Pradesh.
The TRS sources said that Mr Rao had complained to the Governor against the officials for not being transparent in explaining the various concerns raised by him. At Lake View Guest House, officials submitted a 45-page report to Mr Rao on the progress of bifurcation-related works sector-wise. They clarified that there were no irregularities in the allotment of employees to both the states as alleged by the Telangana employees associations and stated that the allotments were done purely as per the guidelines issued by the Centre on the division of employees.
They said that the employee allotment was only provisional to ensure that both the new governments do not face any trouble in running the administration immediately after assuming charge and that final allotments will be made by taking options from employees. These issues would be sorted out after the bifurcation of states.

However, Mr Rao reportedly questioned them about the duration for final allotment of employees and asked them to give a specific time frame to complete this process.
Officials informed that Telangana state would have liabilities amounting to nearly Rs 70,000 crore after bifurcation of states. They also informed Mr Rao that Greyhound hubs will be set up in Warangal and Vizag and that the existing Greyhounds training centre in Hyderabad will be under the control of Centre and it will bear the entire expenditure incurred by it.
After Mr Rao left Raj Bhavan, the Governor issued directions to Chief Secretary to nominate new Chief Secretaries to both the states at the earliest. He directed Mr Mohanty to ensure that the appointment of new Chief Secretaries should be completed by June 1 as new states will be formed on June 2 and new governments will take over charge from that day.
