Issue of nativity has Telangana, AP leaders’ fight end in a stalemate

Hyderabad: The issue of division of statecadre employees is now in the Centre’s court. Though only four days are left for the state’s bifurcation, the state administration has failed to complete the division of employees for both the states and even the Secretariat, due to conflict between Telangana and Seemandhra employees over the “nativity” issue.

Chief secretary P.K. Mohanty on Thursday met Union home ministry officials in New Delhi along with the Kamalanathan Committee that was set up by the Centre for division of employees. The CS sought the help of the Centre to frame guidelines for division of employees at the earliest to ensure that the new states do not face any trouble after June 2 while running the government.

The Centre, however, expressed its helplessness in releasing guidelines for employee division immediately but suggested a “temporary solution” to overcome the problem.

The Centre asked the CS to divide only the heads of departments (HoDs) in the Secretariat and continue with the others in their existing posts till the new governments took over. The respective governments can take up division of employees based on the guidelines issued by Centre later.
