N Chandrababu Naidu eager to complete all the formalities
Wants to streamline administration; Assembly may be convened on June 19
Hyderabad: Andhra Pradesh Chief Minister N. Chandrababu Naidu is eager to complete all formalities by the end of this month and concentrate on sprucing up the administration.
The state government will have a brief Assembly Session immediately for the newly elected MLAs to take oaths followed by election of the Assembly Speaker and deputy Speaker.
TD sources said the Assembly Session may be convened on June 16 or 19. The dates will be finalised during the Cabinet meeting scheduled on June 12 at Visakhapatnam.
Mr Naidu will also have to decide on the officials for his peshi. Sources close to the CM said that senior IAS officer Ajay Sawahny would be appointed as principal secretary to the Chief Minister, and IAS officers Giridhar and G. Sai Prasad would be appointed as his secretaries.
While IAS officers have been allotted to both states, their postings are temporary. Mr Naidu wants to streamline the administration as soon as possible. He said that it is not known which officer is doing what and they must be given permanent posts. Before the administration can start functioning properly, a large number of IAS and IPS officers will have to be transferred and Mr Naidu has already started the exercise.
By the month-end the Assembly Session and transfers of all IAS and IPS officers will be completed.
Governor E.S.L. Narasimhan had recently asked TD leaders not to have the Assembly Session between June 15 and 17 as he had some personal work. Thus it is likely that the Assembly will convene on June 19.
Another theory is that if the Assembly is convened on June 16, the MLAs can take their oaths and the Speaker and deputy Speaker can be elected. Following this, after June 17, the Governor can address members of both Houses.
According to sources, Mr Naidu is considering the names of Kodela Siva Prasada Rao, Dhoolipalla Narendra, Kala Venkat Rao, Kalva Srinivasulu and Gollapalli Surya Rao for the Speaker’s post.
TD leaders, meanwhile, feel Mr Kala Venkat Rao has little chance as his relative, Kimidi Mrunalini, has already got a Cabinet berth.
