The same criteria was followed in united AP till bifurcation. Telangana has also been claiming that it will grant admissions into professional courses and recruitment in public employment based on the same criteria.

In states like Madhya Pradesh, Odisha, Karnataka, Uttar Pradesh and Andhra Pradesh, seven years of study is mandatory to classify a person as a local candidate for employment.

The Constitution guarantees all its citizens the fundamental rights to life, to dignity, to speech and expression, to education and information.

The Indian Constitution has recognised the significance of education for social transformation. It is a document committed to social justice. The preamble affirms a determination to secure liberty of thought, expression, belief, faith and worship and equality of status and opportunity and to promote amongst the people a feeling of fraternity, ensuring the dignity of the individual and the unity of the nation.

The case of Francis Coralie Mulin versus Administrator, Union Territory of Delhi case , Justice Bhagwati observed that “We think that the right to life
includes right to live with human dignity and all that goes along with it, namely, the bare necessaries of life such as adequate nutrition, clothing and shelter and facilities for reading, writing and expressing oneself in diverse forms, freely moving about, mixing and co-mingling with fellow human beings.”
