Onus to maintain cleanliness is on civic bodies

If BBMP incurs expenditure on cleaning up vacant sites it should pass it on to the site owners

Bangaluru:The onus is on civic bodies to ensure that vacant sites are kept clean and free of weeds so they don’t become breeding grounds for dangerous reptiles and rodents. The menace of rodents and reptiles increases in the rainy season and they often enter homes, causing panic and posing a threat to the people,  especially children and the elderly. If the BBMP incurs expenditure on cleaning up vacant sites across the city it should pass it on to the site owners. Using its database of site owners it should issue a notice, asking them to keep them clean and be neighbourhood-friendly.
 
If the BBMP has to clean up a particular site for a second or third time, the penalty should be doubled. This will act as a deterrent and prompt the  owners to keep their vacant sites clean. In fact, it is advisable for a site owner to keep it fenced to prevent unscrupulous contractors from dumping their debris and other waste on it.
