Hyderabad: The hurried notional promotions given to police officers, following a Supreme Court order, in both states, have become a messy affair. The designated committee ignored several factors like vacancy positions in the force and the credentials of the officers. The committee has also completely ignored the DSP direct recruits, who were recruited through the APPSC group exams and who are waiting for their promotions. The notional promotion list included some cops who were involved in criminal cases and convicted with bribery charges. Several retired cops and dead police officials were also provided promotions.

The Departmental Promotion Committee has not revealed the number of vacancies even to those police officials who sought information through an RTI. Sources said that the number of promoted officers have surpassed the number of vacancies available. Thus, a large number of supernumerary posts would have to be created which would only confound departmental promotions which become due in the future.

After the Supreme Court verdict, more than 600 officers were promoted to DSP, additional SP and SPs (non cadre) posts since May. “Even if these officers are placed in supernumerary posts, the promotion of direct DSP recruits and other batch officers will be affected since there won’t be any vacancies in the coming years,” said a senior police official. Officials say that that the Governments would also have to bear the financial burden since several promoted officials, who were retired years ago, would now seek the financial benefits of their new rank.
