Madras High Court unhappy on discharging Chitra
HC directs all her medical papers by Monday next week

Chennai: The Madras high court on Wednesday directed the Omanthurar multi super specialty hospital here to get Chitra (name changed), an alleged victim of police torture, assessed by a psychiatrist and submit to the court all her medical papers by Monday next.
“But there was no direction to discharge her”, said Justice V. Ramasubramanian reacting to the report he received today from the hospital’s nodal officer, in a sealed cover, on the treatment provided to Chitra since admission on September 5 following the court order. The hospital report said she was discharged today.
Noting that the fourth respondent, Inspector A. Dhavamani of Udumalpet police station had also filed his counter-affidavit, the judge said two questions arose whether Chitra should continue medical treatment and if so, where; and what kind of investigation should be done into the complaint from her daughter B. Rajakumari that Chitra was brutally beaten and raped by inserting a lathi in her private parts during police custody in order to extract a confession that she had murdered her landlady Leelavathy.
“As of now, I should take up the first issue”, said the judge while ordering for a detailed report from the Omanthurar hospital and reiterating that as per his earlier order (of September 5), “no person other than the petitioner or the sister of the victim shall be allowed to meet the victim in the hospital”.
