Madhya Pradesh adopts Swiss route for projects

Project proponent would submit an innovative proposal with detailed project report

Mumbai: The implementation of developmental projects through the ‘Swiss Challenge’ method or unsolicited bids is slowly gaining momentum with Madhya Pradesh becoming the latest state to incorporate this concept in its Public Private Partnership (PPP) policy. Under this system, the project proponent would submit an innovative proposal with detailed project report, which may not be necessarily initiated by the government.
 
The concerned authority then invites the interested bidders through competitive bidding for counter proposals as per the specified guidelines. Several states have experimented with this concept in various sectors. However, experts said that the concept has so far failed to take off, as there is an issue of transparency and asymmetry of information in the bidding process.
