Chennai: The Road Transport and Safety Bill 2014 may end the good run of contractors and engineers designing accident-causing roads. The RTSB proposes to fix accountability on contractors and engineers and impose a penalty of Rs10 lakh each for every casualty or disability suffered in road accident due to road they badly design. Likewise, RTSB aims to provide greater cover to children and non-motorised transport users who are largely overlooked by the existing Motor Vehicles Act 1988. The bill also calls for greater synchronisation of all government agencies involved in road transport and safety.

Another major feature of the RTSB is setting standards for manufacture and construction of vehicles for road safety. Also, it proposes national unified information system, which includes date on driving licences, motor vehicle registrations, insurance, vehicle data from manufacturers, permits, road accidents, offences and penalties and mandatory crash testing of vehicles.
