BHEL changes stand in power project dispute
BHEL admitted that it conducted three meetings during the evaluation with Tangedco
Chennai: Public sector Bharat Heavy Electricals Limited and Tangedco have made a sudden U-turn in connection with a dispute relating to Ennore 2x660 MW SEZ STPP in the Madras high court.For the first time, in its counter-affidavit, BHEL has admitted that it conducted three meetings during the pendency of the evaluation with Tangedco relating to tender process. However, it said, it was only for clarifications. Tangedco, which had earlier denied these meetings, has not made any reference to the meeting.
The Indo-Chinese consortium and its lead partner CSEPDI had alleged in its petition that Tangedco and BHEL conducted three price negotiation meetings during the pendency of the evaluation, against tender rules and norms.
Tangedco had breached confidentiality allowing BHEL the flexibility of changing its interest rates for the project while denying the consortium the same privileges.During the pendency of the petition in court, on September 27, 2014, BHEL sent a letter of acceptance to Tangedco, referring to the meetings as price negotiation meetings and revised price break-up meetings.
