New DelhiAn 11-page background paper, prepared by the AICC on the basis of consultations Rahul Gandhi held with the Congress leaders in groups in the past few months, viewed that “revival of the Cong-ress will begin with the states. 
 
The PCC must develop state-specific strategy and positioning based on local factors.” While the document clearly suggested that the party wanted to reach out to “urban middleclass youth”, it also said that the Congress “must take up all progressive issues, but not just limited to “secularism” or “welfare” of the poor.”
 
“We cannot ignore the aspirations of the section of urban middle-class youth which cuts across caste and religion. We have to redraft our socio-economic policies keeping their aspirations in view,” it said.
 
“The party must use aggressive communication through all available channels, including social media to shape the public narrative,” it said, stating that the party will communicate at three levels party ideology, party’s position on important long-standing political issues and topical issues of the day and communication protocol for all three levels will be defined and should be followed by “all party office bearers”.
 
The party document said, “At least 50 per cent representation should be provided to SCs, STs, OBCs and minorities in each state, in order to secure reasonable representation to all communities,” adding: “It is necessary to mandate specific level of representation to the minorities such as SCs, STs, OBCs and minorities for each state separately, based on the population proportion of these communities.”
