The finance department issues AC bills to agriculture and revenue departments

HyderabadAn account of how Rs 320 crore released by the finance department in AP was spent are not available with the government. In case of emergenicies, the finance department releases money to various departments in advance and issue Advance Contingent (AC) Bills. Later, the concerned departments have to send details of expenditure to the finance department and the department issues Detail Contingent (DC) bills. However, many departments have not send details of expenditure. If the finance department does not issue DC bills, the Comptroller and the Auditor General (CAG) will object to the expenditure.
 
Generally, the finance department issues AC bills to agriculture and revenue departments. Several departments have not send details of expenditure from April 12, 2010 onwards. The finance department said that if DC bills were not submitted on or before February 28, the salaries will be stopped from March. The finance department said in its orders that all departments of Secretariat, Heads of the departments and Drawing and Disbursement Officers (DDOs) of engineering departments shall submit DC bills against the AC bills on or before February 28. In case DDOs have drawn the money himself on AC bills and not submitted the DC bill, his salary shall be withheld. 
 
In case where the Drawing Officer is different from Disbursing officers, the salary of such disbursing officer who has not submitted the detailed voucher bills shall be stopped. In such cases, the Drawing Officer shall bring it to the notice of the Treasury officers concerned with a certificate from the Head of office to that effect. In fact the finance department issued such orders to all departments and asked to submit DC bills on or before 13th October 2014 and failing which November month’s salary of concerned will be stopped. But on the request of AP Revenue Services Association to allow the salary bills of all DDOs from November and December 2014 in view of the important Sankranthi festival the finance department has directed the treasury authorities to release the salaries.
