New Delhi: Sources in the government have claimed that both the Centre and state government will hold discussions with the security and Intelligence agencies on Afspa, following which a gradual rollback is likely to be initiated in J&K.
The Army will gradually be replaced by paramilitary forces or the police in those districts of the state that have shown a substantial drop in violence. The Army is, however, still opposed to any kind of dilution of Afspa in the state, which it says is an enabling law and is likely to convey its views to the Centre.
Another important issue to figure in the Governance Agenda would be talks with various factions in the state.
