Kannur: The inspection wing of the finance department has started its inquiry in Kannur University over the complaint alleging financial misappropriation in the University. During the two-day inspection, the team will examine all the related files and records. This is the second inspection in two months being conducted in the varsity by the finance department.
Two months back, in a surprise inspection conducted at the University, the finance inspection wing found that it had indulged in major financial irregularities in the appointment of staff despite the fact there was a shortage of staff and that the Registrar had given a false affidavit over the appointments. The report submitted by the finance inspection wing (dated 25/03/15) confirmed the allegations on appointing excess teaching/non-teaching staff and their payment, false certification to obtain grant from the varsity and the temporary appointments were done without following rules. The report was then forwarded by Expenditure Secretary Rajesh Kumar Sinha to the higher education department seeking an explanation which in turn was sent to the university.
“Even after the report slamming the varsity has been submitted, the authorities are appointing people by creating additional posts,” alleged Kannur University Employees Union (KUEU). Meanwhile the KUEU has decided to approach the Chancellor, SC Commission and Chief Minister against the University’s vengeful actions against Joint Registrar P Shivappa. “The varsity top brass is harassing him by transferring him from section to section without any reason,” the Union alleged.
