No-fail policy opposed by all states
AP and TS also agreed to scrapping of the no-detention policy

Hyderabad: “There was near unanimity among all the states in the meeting that no-detention shouldn’t be there. All states agreed to this except for one or two academics who suggested that caution should be exercised,” said AP School Education principal secretary R.P. Sisodia.
AP and TS also agreed to scrapping of the no-detention policy. Ms Smriti Irani said there was a view that no detention policy was adversely affecting learning.
However, the CABE proposal is not final. States have been asked to send their views after which a final proposal will be discussed by the Centre. “An amendment to the existing law is also required in Parliament,” he said.
