No Vice-Chancellors, Manuu, UoH, functioning affected
In-charge V-Cs cannot decide on policy matters
Hyderabad: The University of Hyderabad and the Maulana Azad National Urdu University are being run without permanent heads of administration. Vice-Chancellors and registrars are yet to be appointed at both the Central universities by the Union human resource development ministry.
While the previous V-C of UoH resigned last year citing personal reasons, the V-C of MANUU retired in May this year.
While MHRD takes its own sweet time to appoint permanent V-Cs, the universities suffer because policy decisions cannot be taken by in-charge V-Cs, who occupy the chair just for ensuring the smooth functioning of affairs. A major setback due to the lack of permanent V-Cs is that recruitment for vacant positions has been halted. In UoH there are 150 vacancies and in MANUU it is about 50. While universities have been told to release notifications and accept applications for the vacant positions, screening and appointments can be done only after a permanent V-C is appointed.
The University of Hyderabad had released a notification inviting applications for the post of V-C many months ago and as per sources the selection procedure has been completed. However, mysteriously the Union HRD ministry has not yet announced a permanent Vice-Chancellor.
The MHRD is not providing even basic financial support to UoH creating hurdles in the university’s development, especially since the new government came to power in 2014. A senior university official said, “Over the last two years there is a reduction in the allotment of funds for the university from the MHRD.” This year the university is facing an annual deficit of Rs 4.5 crore.
Students are also miffed. UoH students union president Vincent Benny said, “There are many problems at the university and to get them resolved a permanent Vice-Chancellor who can establish his authority and get things done is required. We need a permanent Vice-Chancellor who can take our problems to the top, like that of non-payment of scholarship arrears.”
