Plea to improve conditions of migrant labour

Kochi: The Kerala High Court on Friday sought the State government's stand on a plea seeking to provide protection, security and safety to migrant labourers working in Kerala.

The petitioner informed the court that living conditions of these labourers were deplorable. Jana Samparka Samithi, Ernakulam District Committee, also sought the implementation of the recommendations of a study on domestic migrant labourers in the state held in 2013.

The petitioner argued that they were not provided with social security schemes and their housing and living conditions were poor. They lived in unhygienic and crowded living conditions, the petitioner said.

The state government had entrusted Gulati Institute of Finance and Taxation with studying the issue of migrant labourers in the state.

One of the main recommendations of the study was introducing a single point one time voluntary registration system for migrant labourers.

The study had also recommended the improvement of housing and living conditions of labourers, provision of social security net and help line for migrant workers.

As per the study, 75 per cent of the migrant labourers come from five states such as Uttar Pradesh, West Bengal, Bihar, Assam and Orissa.
