Hyderabad: The guidelines on re-registration of vehicles may get delayed only if the law department suggests changes. “We are ready to issue the guidelines by October 31, but the government is planning to first refer them to the law department. If the department approves these guidelines, they will be released within a week. If it seeks any changes or more time, they may be delayed,” said a senior official of the transport department.

He said that the government wants the HSNPs to be fitted on all vehicles coming for re-registration on security grounds raised by police and intelligence departments. “With the increase in crimes involving vehicles, the government wants HSNPs as they are tamper-proof,” the official said, adding that HSNPs are anyway mandatory for new vehicles. The government has initiated efforts to step up production of HSNPs as about 80 lakh vehicles need to be re-registered within four months.

The state government plans to invite tenders for supply of HSNPs. Presently, the pendency is over one month in city against the norm of fitting the HSNPs in two weeks. Around 1,000 new vehicles are registered in the city every day, and the RTAs are not in a position to cater to the demand. If lakhs of motorists turn up for re-registration and HSNPs, it would pose a big problem for transport officials as well as vehicle owners.

Officials said that this would be a problem only in Hyderabad and Ranga Reddy which cumulatively have 50 lakh vehicles. In the remaining districs, the number of vehicles that need to be re-registered is smaller.
