Hyderabad: The uncertainty over whether to include the “creamy layer” for Backward Classes or not has stalled the recruitment process in Telangana state. Various government agencies like the TS Public Service Commission, Telangana state Transco, Genco and others are waiting for a clarity from the TS state government on this issue.

A few job notifications were issued and the written exam was held for some posts but the final selection of candidates after conducting interviews has been held up in the absence of clarity on the creamy layer.

While the BC welfare department has stopped implementing the creamy layer rule under pressure from BC organisations, the minority welfare department has directed to issue creamy layer certificates. As per the norms, candidates with annual family incomes of over Rs 6 lakh are classified as the creamy layer and barred from availing job reservations.
