State’s LRS scheme flouts HMDA rules

Ten per cent of the layout area should be reserved for open space (not less than 450 sq. metre)

Hyderabad: The government is flouting its own rules with the Layout Regularising Scheme. HMDA layout guidelines clearly mention that layouts should have 40 feet roads, 10 per cent of the entire land as open space etc. However, by regularising illegal layouts, the government is making money but denying basic needs.

An HMDA Planning Wing official said, “Ten per cent of the layout area should be reserved for open space (not less than 450 sq. metre). A layout must also have streets, drainage lines, community sewage disposal system and other amenities and facilities as per the authority’s specifications. Reser-vations, amenities and facilities will have to be provided in layouts.

The minimum road width for any layout development shall be 12.2 metre.” However, unauthorised layouts on hundreds of acres in HMDA has been made into plots with only 25 feet roads, no open space nor any amenities specified in the master plan. Now with the LRS these illegal layouts will be regulated, which means the plots will have no HMDA specification.
If the layout or plot is not under residential zone, the buyers need to get “change of land usa-ge” from HMDA before seeking regularisation.
