ID card for migrant labour hits roadblock
Cops doubtful on implementation of project

KOZHIKODE: While the migrant labour community in the state is increasingly under close watch by police due to the presence of high profile militants and criminals, the city police is groping in the dark on how to implement a project laun-ched in 2014 to issue Identity cards to migrant labourers.
The project was launched by A.V. George, then city police commissioner. Though city police is conducting stringent measures to maintain baseline records of these labourers, issuing ID cards is yet to materialise.
There was a surge of cases involving migrant labourers last year which forced the police to put in place a foolproof system of monitoring the mig-rant inflow. Though the health department also ventured into issuing health cards to migrants it was also inconclusive, it was pointed out.
City police commissioner P.A. Valsan told DC that the major impediment to implement the project was the floating character of the labourers. "Even if we record the details and issue an ID card, the person would be moving out to another city soon and will be replaced with another," he said.
“We are strictly keeping records of migrant labourers and have also directed labour contractors and employers to submit details of all labourers they bring into the city”, Mr Valsan said.
However, discussions are on among top cops on coming with a mechanism to monitor the increasing number of anti-national elements among the migrants.
