CPM to have code for newly elected

The party is in the process of framing the code of conduct and it would be published soon

THIRUVANANTHAPURAM: The CPM state committee has decided to come out with a code of conduct for all its newly-elected local bodies' representatives to make local
governance more people-friendly besides streamlining the functioning of the office-bearers.

This was stated by CPM state secretary Kodiyeri Balakrishnan after the two-day state committee meeting here on Wednesday.

The party is in the process of  framing the code of conduct and it would be published soon. “The idea is to make all local bodies ruled by the LDF a model for local-level governance. This will help in streamlining their functioning,” he said.

People’s participation would be given top priority while formulating development schemes and plans at the local level. The party has directed the elected leaders to ensure maximum participation in grama sabhas.

He said the motto of the party would be “power to the people.”  The elected representatives should use the opportunity to connect directly with the people and serve them.

According to Mr Kodiyeri, top priority would be given to waste management, organic farming, pain and palliative programmes and infrastructure facilities in aided and government schools. 

“Many of the LDF local bodies had  initiated waste management programmes which will now be extended to more urban and rural bodies,” he said.

Organic farming would be taken up in a big way in LDF- ruled local bodies to check the flow of contaminated fruits and vegetables into the markets across the state.

Pain and palliative care programmes would be taken up on priority basis in rural and urban areas by linking up with primary and secondary health care centres.

“Our workers will reach out to the patients  at their doorsteps,” he said. In the general education sector, the focus will be on government and aided schools and their infrastructure facilities. The state committee has directed the party units to ensure the success of these programmes.

Mr Kodiyeri said the International Kerala Study Congress scheduled to be held in January   will evolve a clear development perspective for the state for the future.

The development document based on the congress, would be finalised at the meet which would form a major part of the LDF manifesto in the Assembly elections next year, he said.

Mr Kodiyeri also thanked the people for supporting the LDF in the local bodies polls.
