New Delhi: According to the Juvenile Justice (Care and Protection Children) Rules 2007, as soon as a juvenile alleged to be in conflict with law is apprehended by the police, the police officer who apprehends the juvenile shall inform the designated juvenile/child welfare officer of the nearest police station to take charge of the matter.
The Bench found that most of the States have not implemented any of these directions issued in 2011. Additional solicitor-general P.S. Patwalia informed the court that the secretary of the department concerned has been writing repeated letters from September to all the States to file a status report but there has been no response from any of them.
It seems unless the Chief Secretaries are summoned, these States will not work, Mr Patwalia added. The Bench posted the matter for further hearing to January 8, 2016.
