Cabinet submits 15-point demand including new Mullapariyer dam

THIRUVANANTHAPURAM: Chief Minister Oommen Chandy on Tuesday submitted a 15-point memorandum to Prime Minister Narendra Modi raising the state's demands including a new dam at Mullaperiyar and smart city status for Thiruvananthapuram.
The memorandum was submitted to the prime minister at the meeting held at the technical area of the airport here shortly before Modi's departure after a two day visit to the state.
The state government demanded that the Ministry of Forest and Environment decision to withdraw the permission for environment impact study in connection with new dam at Mullapariyer, should be declared null and void.
In view of the recent flooding of Chennai, the Centre should take the initiative for constituting an international expert team to evaluate dam safety.
The MoEF should be directed to issue the final notification based on the Kasturi Rangan Committee Report, make changes in the Coastal Security Act as per the recommendations made by the expert committee in 2011, grant sanction to Rs 420 crore project for the development of Sabarimala, declare Sabarimala as national pilgrimage centre, find solution to the problem being faced by rubber farmers, increase the annual food grain quota of the state by two lakh metric tonne.
The other demands raised by the government include food grains to 60,000 inmates of of orphanages in the state, find partner for the implementing the Palakkad Coach Factory, expedite the process for singing of MOU between the state government and railways for sub urban railways project, provide Rs 62.20 crore meant of rehabilitation of tribals, elevate Regional Cancer Centre as national institute and Malabar Cancer Centre as regional cancer centre and exemptions for making Air Kerala a possibility.
The government sought Centre's intervention to check the fleecing of people by airlines operating in the gulf sector , more flights on this sector, expedite the take over of the Tropical Botanical Garden and start the laying of Gail pipeline at the earliest.
