The government on Friday proposed amendments to the motor vehicle norms to allow scrapping of vehicles older than 15 years.
PUNE: In a bid to speed up sale of electric vehicles (EVs), the government is proposing amendments to motor vehicle norms to allow scrapping of vehicles older than 15 years and to hike registration charges on all types of new vehicles.
The government on Friday proposed amendments to the motor vehicle norms to allow scrapping of vehicles older than 15 years.
The draft notification has proposed renewal of fitness certificates for vehicles older than 15 years every six months instead of the current timeframe of one year.
“The ministry has issued a draft notification for amendments to the CMVR (Central Motor Vehicles Rules) for providing a boost to the Electric Vehicles, ensuring divyang (differently abled passengers) friendly features in buses, and providing an enabling mechanism for scrapping of vehicles older than 15 years,” the Road Transport and Highways Ministry said in a statement.
The draft notification proposes certificate renewal charges of Rs 1,200 for manual, and Rs 2,000 for automated vehicles under medium or heavy motor vehicle categories.
The battery operated vehicles will be exempted for the payment of fees for the purpose of issue or renewal of registration certificate and assignment of new registration mark.
The notification also provides that the newly purchased motor vehicles will be exempted for the payment of fees for registration certificate and assignment of new registration mark, if the purchaser produces scrapping certificate of the previously owned vehicle of same category.
For issuance, and renewal of certificates of registration and assignment of new registration mark, the fees have been revised.
The two-wheeler owners, who have been paying Rs 50 so far, will now have to pay Rs 1,000 for registering their new scooters and motorcycles and Rs 2,000 for renewal. Three-wheelers will attract Rs 5,000 as registration fees from an earlier charge of Rs 300. Owners of a new car would have to shell out Rs 5,000 for the registration and Rs 10,000 for renewal whereas at present both charges are fixed at Rs 600.
Heavy goods vehicle will now incur Rs 20,000 instead of the current Rs 1,500 for the registration.
For medium and heavy goods/passenger vehicles, the registration charges for new vehicles has been proposed at Rs 20,000, while for renewal of registration, it has been fixed at Rs 40,000.
For the imported cars, the draft notification has proposed to increase the new registration charges at Rs 20,000 from the present Rs 5,000 and Rs 40,000 for renewal.
