THIRUVANANTHAPURAM: The Kerala State Human Rights Commission on Monday accused the state police of serious lapses in handling the Jisha murder case and  rejected the reports submitted by the home secretary and state police chief terming them  as incomplete.

Considering a  suo motu case registered by the commission,  chairperson Justice J.B. Koshy maintained that the delay in nabbing the accused was due to the initial lapses on the part of the police. The commission directed additional chief secretary (home) Nalini Netto and state police chief Loknath Behera to submit fresh reports before July 5. 

Directing the officials to act more responsibly, the commission maintained that many key documents,  including post-mortem and inquest reports, were missing in the reports filed by the home secretary and the police chief.

Mr. Behera informed the commission that since a fresh team led by ADGP B. Sandhy had  taken over the probe, there was no need for a crime branch investigation now. Justice  Koshy said that there was a general neglect being shown by the police towards the plights of financially or socially weaker sections of society.

“It seems that those who do not have political or financial backing are being denied justice. The failure of the officials concerned in ensuring justice for weaker sections is anti-democratic,” the commission observed.
