Two puppies brutally killed in Telangana by a 20-21 year old man

HYDERABAD: A 21-year-old man was booked and detained by the police on Friday for allegedly killing two puppies and posting videos of the same on Instagram, the police said.

A. Gautam, an anti-cruelty officer with Stray Animals Foundation of India, alleged that the accused pushed a puppy off the fourth floor of a building and hung another one from a tree, following which he filed a complaint with the police.

P. Madhu, inspector of Mailardevpally Police Station, identified the accused as Mohammed Riyan, who was suffering from psychiatric problems for 10 years and was possibly a drug addict too.

“He was calm when we got him to the station and he was feeling ashamed of his act. Whether he is a drug addict or not is being identified by the narcotics team. We arrested him on November 18 and he was released on bail the same day,” said Madhu.

However, animal activists were up in arms against a lack of action against those booked for cruelty towards animals. They said that as per Sec 11 (l) of the Prevention of Cruelty to Animals Act, 1960, killing an animal is a punishable offence under IPC Section 429.

Gautam said that no one from the state has been punished or even presented in court in such matters.

He said, “In Telangana, there are several instances of mass killing of animals. People are just injecting dogs with poison and also mixing poison in their food. So far, nobody has been sent to jail or punished. Every month, several such cases are registered in Siddipet, Jagtial, Nalgonda, Karimnagar, Khammam, Medak, Suryapet and Vikarabad.”

He said that due to a lack of action, such incidents have risen by 50 per cent recently.

Pradeep Yarra, a member of Citizen for Animals, said, “The police are helpful and are registering cases against animal cruelty and also arresting them soon. However, no action further than that is taken.”
