Hyderabad: The police of the three commissionerates issued guidelines for New Year’s Eve events to managements of star hotels, pubs, restaurants and other commercial establishments holding events on the day.

As per the guidelines issued, managements of star hotels above 3-star, clubs, bars, restaurants and pubs who sought permission for the event are allowed to open till 1 am.

“Organisers will ensure that CCTV cameras with recording facility are installed at all the entry and exit points of the establishment. CCTV cameras, with recording facilities, should also be installed at parking spaces,” said Hyderabad police commissioner Kothakota Srineevasa Reddy.

“Organisers and managements should provide adequate security guards for traffic management and security/ access to their establishment. Decency of apparel, dance acts, gestures and words have to be ensured by organisers. There should not be any obscenity or nudity in any of the performances,” Srineevasa Reddy said.

The guidelines also set a sound limit of 45 decibels, and emphasised that no firearms are to be allowed into the venue of any such event.

“Organisers should ensure that passes/tickets/coupons should not be granted in excess to the capacity as this may lead to law and order problems. Special parking arrangements should be made by the organiser and there should not be any obstruction to free traffic flow,” Srineevasa Reddy said.

Further, the police directed organisers to ensure order, curb entry of minors in programmes for couples or those where alcohol is served, and warned against the use of drugs on premises, failing which strict action would be taken.

“Organisers should pay special attention to parking areas and other places where drugs are clandestinely sold,” Sreenivasa Reddy said.

The commissioner said it was the responsibility of the management of pubs and bars to provide drivers or cabs to customers who are in an inebriated state to ensure they safely reach their destinations.

Rachakonda police commissioner G. Sudheer Babu warned against drunk driving.

“Permissible alcohol limit is up to and below 30 mg/100 ml of blood i.e., 30 micrograms/100 ml of blood. Anything above that, as recorded by a breathalyser is a violation. If you are found driving the vehicle in a drunk condition, a case will be booked against you. If the establishments’ organisers or partiers break rules as given in the guidelines, they will be charged,” Sudheer Babu said

Balanagar DCP T. Srinivas Rao said: “Various establishment owners, organisers and event managers in limits of Madhapur zone have been informed that DJs will not be allowed in outdoor events. Sound at musical events shall not be heard beyond the premises; any complaints from neighbours will be treated seriously. Noise levels laid under Central Pollution Control Board of 45 decibels shall be strictly followed. Singers should not go into the crowd but shall be in a separate earmarked place. No vulgar or obscene dances are allowed.”

Organisers have also been directed to implement Covid-19 safety curbs in the Rachakonda area, with guidelines issued for sanitisation, mask discipline, social distancing, thermal scanning and use of pulse oximeters, Srinivas said.
