Mr Dinesh Kumar, known as an astute executor, could be able to bring in co-ordination in the administrative functioning of the Secretariat, within a short span and prove that more than 80 per cent of the work is done through non-paper mode.
Apart from that, he has an able bureaucrat working in the CMO-Satish Chandra, with him and both of them have been working rigorously on cost-cutting measures.
CRDA commissioner Dr Cherukuri Sreedhar had to come back from Hyderabad, as the Chief Secretary Dinesh Kumar has reportedly asked him to cancel his China trip, which was already scheduled.
Mr Dinesh Kumar, after taking charge as the Chief Secretary has been trying to find out all possible means to reduce the expenditure of the government, and as part of this, he has directed both the finance secretary and GAD to come up with a detailed note on curtailing expenditure, on the lines of Expenditure department’s structure of the Union Ministry of Finance.
The GAD has reportedly suggested to the finance department to restrict the tours of IAS officers to four in a year. With these initiatives, Mr Dinesh Kumar has made his mark, in the administration.
The government, which is in a hurry to streamline the publicity exercise of its popular schemes, also reportedly wants to involve the former Chief Secretary S.P. Tucker, recognised as a perfect planner and another former CS Ajay Kallam, popularly known as a silent performer, in the executive plan, according to the sources.
The Chief Minister, who is of the view that enough and adequate publicity was not given to his schemes-Chandranna Beema, NTR Housing, Polavaram and Pattiseema, wants to utilise the services of three top bureaucrats to highlight the schemes, so that they would get penetrated into the minds of the masses.
