No quota in KAS stream II and III, says Kerala CM

Thiruvananthapuram: Chief Minister Pinarayi Vijayan told the Assembly on Wednesday that a special recruitment would be initiated to resolve any disproportion in SC and ST community's representation in the proposed Kerala Administrative Services (KAS).
Replying to a calling attention motion notice, the Chief Minister said that reservations could not be implemented in stream -II and stream -III of KAS, which are the higher grades, as the selection to these streams would be made through redeployment of existing employees. Hence the government would initiate special recruitment in case of any low representation of SC / ST in these streams. The chief minister also said that in stream - I, which is the entry level, direct recruitment would be made and hence the general reservation norms would be made applicable.The SC/ST Welfare Commission and State Minority Commission had earlier recommended that reservation should be followed in stream-II and III. But based of advocate general's opinion the government decided not to implement reservation.
