Karnataka High Court wants expert panel to deal with garbage menac

BENGALURU: The Karnataka High Court on Friday passed several directions in connection with garbage menace in the city, including formation of a technical guidance committee involving experts from IISc and the Indian Institute of Horticulture Research along with members of BBMP and Karnataka State Pollution Control Board.

Among other directions, the HC has directed the bodies concerned and the state government to take steps to make sure that all the seven solid waste plants start operating to its optimum capacity at the earliest.Meanwhile, the seven BBMP Joint Commissioners concerned have been given the responsibility of keeping the plants operational and secure.

They have been directed to hold periodical meeting and to make sure that the zonal superintendent engineers to visit the plants and report to them.

The court has also directed the state pollution board to declare buffer zones around the seven plants with state government to notify such zones in accordance with Solid Waste Management rules 2016. Even, the pollution board has been told to provide necessary clearances in accordance with law facilitating disposal of fuel produced from various wastes from the processing plants to cement plants across the state.

As for safeguarding the plants, both the state police and the BBMP has been directed to provide safety along with electronic surveillance to monitor them. Palike was told to provide Marshalls for security and surveillance purposes at the plants.

With regard to posting of eligible engineers at the plants, the court has directed the state to withdraw environmental engineers, currently deployed elsewhere, and to post them immediately at the seven plants.
