HMDA dusts off land pooling plan for city
Seeks to focus on Mokila, Dundigal, Keesara, Pratap Singaram.
Hyderabad: Two years after it announced its land pooling scheme, the Hyderabad Metropolitan Development Authority (HMDA) will develop about 600 acres on the city’s outskirts, at Mokila, Dundigal, Keesara and Pratap Singaram. The notification is expected in a couple of weeks and the land will be developed on par with the plots at Uppal Bhagat which were auctioned recently.
The developed plots will be shared between the landowners and the HMDA equally. Each reconstituted plot is guaranteed to have a minimum of 30-feet wide developed road, mandatory open spaces and other amenities.
The HMDA had earlier appealed to farmers and owners with a contiguous block of 50 acres of land to partner with HMDA.
Farmers or owners with small portions of land could form groups and partner with HMDA under the land pooling scheme. This proposal got a lukewarm response and was dropped.
After the success of the Uppal Bhagat auctions, the HMDA proposes to pool at least 150 acres of land in four areas to mop up over `1,000 crore and has decided to issue a fresh notification in two weeks.
A senior HMDA official on condition of anonymity told Deccan Chronicle that the municipal authority had identified locations at Mokila, Dundigal, Kersara and Pratap Singaram. The HMDA will serve as a facilitator and provide infrastructure, including roads, water supply, drainage, electricity, open spaces, community service area and proportionately share the developed plots with owners.
The official said that the cost of planning and providing infrastructure was covered by the land contributed by each land owner.
If a farmer gives 50 acres of land, depending on the topography, a fully developed plot is created and HMDA and the farmer will share the area equally, he explained.
The official said that HMDA’s share of developed land will be e-auctioned as was done at Uppal Bhagat. Through the current bidding the municipal authority is confident of getting over `1,000 crore which is supposed to be used for devlopmental activities in the city.
