Anand gives tips on poll time clean-up

Hyderabad: Civil supplies commissioner C.V. Anand on Sunday gave tips to election officials of five poll-bound states on expenditure control, collection of intelligence and coordination with various agencies.
Mr Anand was invited by the Election Commission to New Delhi to address officials being deployed in UP, Uttarakhand, Punjab, Goa and Manipur, for the polls from February 4 to March 8.
Mr Anand gave examples and case studies and issues from the Tamil Nadu polls where he was special observer and also from Cyberabad in the 2014 general elections, for which he had received the national award for best expenditure control.
Systems introduced by Mr Anand such as installing GPS and monitoring election-related vehicles of the surveillance teams and flying squads, tracking of bank accounts and suspicious bank and ATM transfer and transactions and transport of cash and goods by air, helicopters, trains, buses and other vehicles, were followed in the elections after the 2014 elections.
Other steps included monitoring gold loans auctions, accounts of NGOs / self-help groups. He told the officers that social media, especially WhatsApp, could be used to get feedback from the public.
