GHMC's tipper owners sore over scanty income

Each household is supposed to pay Rs 50 to the auto tipper operators.

Hyderabad: Beneficiaries of the GHMC’s driver-cum-owner scheme for auto-tippers are unhappy with the limited areas and few houses allotted to each of them. They must go to each house in their respective areas to collect garbage. Each household is supposed to pay them Rs 50 per month.

The GHMC does not give them any remuneration. They were given the auto-tippers on loans at a nominal cost under several schemes through the SC and ST corporations.

Mr P. Chandraiah from Addagutta near Secunderabad said he was allocated 350 houses in Secunderabad. “If all the residents pay me promptly, I will get Rs 17,500 per month. I need two helpers to load the garbage. They are paid Rs 5,000 per month. Of the rest, I have to pay for diesel. In the end I will be left with very little money.”

He said that many residents do not pay him, regularly adding to the loss.
He demanded that the GHMC allocate more houses or pay the auto-tipper owners. Several beneficiaries have stopped working for the GHMC or have given their vehicles to others on lease.

No registration for most tippers
Nearly 95 per cent of new auto-tippers introduced by the GHMC to transport garbage do not have permanent registration numbers issued by the Road Transport Authority.

Introduced on December 24, 2015, the vehicles were distributed to beneficiaries under the driver-cum-owner scheme in phases. Vehicles must be registered within 30 days from the date of temporary registration.

For the vehicles released in the first phase, RTA officials had issued temporary registrations on December 20, 2015, and they had to obtain the permanent registration numbers by January 19, 2016. As per transport department estimates, only 5 per cent of vehicles have been registered.

A police officer from traffic wing said these vehicles could be penalised up '500 for not obtaining permanent registration in time. Hyderabad joint transport commissioner T. Raghunath, said, “A penalty of Rs 100 per month will be imposed for late registrations.”

GHMC chief transport officer P. Anilraj said that they are directing the health wing to get the vehicles registered. Tipper drivers A. Narsimha, G. Tirupathi and K. Ravi said they were given only the insurance copy and the temporary RC. They said the dealer directed thm to the GHMC for permanent registration. The GHMC told them that the invoices and other copies were with the dealer.
