Karnataka DG & IGP to officers: Visit 2 stations a week
Police chief issues circular to senior officers directing them to bridge disconnect with constabulary.
BENGALURU: In an exercise to make police stations deliver services to the public in an effective manner, the Director General & Inspector General of Police, Rupak Kumar Dutta, has directed all senior officers, including SPs in districts and Police Commissioners, to visit a minimum of two police stations every week.
In a circular issued on Friday, Dutta has observed that police stations are the fundamental unit of the department and are the local delivery point for all the police services to the public. “Effectiveness and functioning of the police stations is of vital importance and reflects the functioning of the department. It is therefore the duty of all the supervisory officers to ensure that police stations function in the most effective and efficient manner and are able to deliver police services as detailed in various Statutes of the Police Manual and as expected by the government and above all by the public,” he stated in the circular.
He pointed out that supervisory police officers - (Inspectors, Sub-Divisional Police Officers (SDPOs), Additional SPs and SP in the districts, and ACP, DCP, Additional Commissioners of Police/Joint Commissioners of Police and Commissioners of Police in Cities) - are not visiting the stations under their supervision frequently and regularly. “This has not only resulted in a disconnect between the stations and the supervisory officers, but has adversely affected the effectiveness and efficiency of the police stations. The outcome is that the service delivery of police station has become deficient, resulting in widespread criticism,” Dutta opined in the circular.
Calling for the immediate need to rectify it, he has directed all the supervisory officers to visit stations under their supervision as regularly and frequently as possible. He wants the SPs and Additional SPs in districts to visit a minimum of one town and one rural police station in a week, while DySPs and Circle Police Inspectors to visit a minimum of three police stations. In cities (commissionerates) he has directed Police Commissioners, Additional & Joint CPs to visit a minimum of two stations, while DCPs and ACPs have to visit a minimum of three police stations.
‘Submit weekly reports’
The state police chief has also directed the officers to submit a weekly report to their next supervisory officers on Monday, giving outcome of their visit to police stations. The SP of a district and DCP (Law & Order) of a Commissionerate should consolidate all the details and submit the same to the Range IGP or Police Commissioner, who have to further forward the same to the DG & IGP by 15 of every month.
What supervisory officers should do during visits
- Inspect the station building
- Meet all the police personnel and officers present in the station and speak to them
- Interact with the public present at the station and check their purpose of visit
- Oldest case pending in the station and reasons for pendency
- Latest case registered and progress in its investigation
- Oldest and latest NC (non-cognisable reports) and action taken on its disposal
- Number of summons and warrants pending
- Number of beats served and information in the beat book
- Number of seized vehicles and efforts put for their disposal
- Rowdy register and action taken against rowdies
- Cases booked under preventive sections
