Hyderabad: In a setback for the Telangana government, the Hyderabad High Court on Tuesday found fault with the action of the state government in approving the appointments of 550 persons as artists on nomination by the Telangana Samskruthika Samithi.

The Court directed the State Government to issue notification within three weeks inviting applications for the posts and to complete the appointment process within the next three months.

A division bench comprising Chief Justice Thottathil Bhaskaran Nair Radhakrishnan and Justice Ramesh Ranganathan disposing off a PIL by Jukanti Ramesh and two others faulted the State Government for approving the appointments which were made without the notification of calling for applications from eligible candidates.

The bench pointed that there was no rational procedure for selection of artists. Artists were picked and chosen at the whims and fancies of a third respondent, without a fair and transparent mode of selection being followed.

The bench said that the Government has to encourage the competition and also should no show discrimination while making appointments.

The bench opined that with the direct appointments, the meritorious candidates would be deprived of their opportunity which the Constitution and law would not permit.
