Former minister Narayana played key role in Amaravati quid pro quo

Vijayawada: Principal secretary to Home Department Harish Gupta issued GO-90 on May 12 authorising the investigation officer (IO)  for attachment of properties of Telugu Desam chief Nara Chandrababu Naidu and former minister Ponguru Narayana.

The IO was also given the authorization to file an application before the court of Special Judge for SPE & ACB Cases, Vijayawada, for attachment of properties in the Amaravati quid pro quo scam.

The GO stated: “The additional director general of police, crime investigation,  Mangalagiri, stated that, based on the complaint given by Aalla Ramakrishna Reddy, MLA of Mangalagiri constituency, a Cr.No.16/2022 u/s 120(B), 409, 420, 34, 35, 36, 37, 166, 167, 217 of the Indian Penal Code, 1860 and section 13(2), read with section 13(1)(c)&(d) of the Prevention of the Corruption Act, 1988 of CID PS, AP, Mangalagiri, was registered and investigated into.”

The first accused (A-1) Chandrababu Naidu and A-2 Narayana, along with other accused, have abused their official positions. In pursuance of their criminal conspiracy with the other accused, they drove the decision-making process through concealment of facts, misrepresentation of facts, by disregarding laws and directions of the high court of Andhra Pradesh and by disregarding bona fide objections raised by multiple persons/ officials, finally selected the Master Developers for the development of 06.84 sq-km start-up area within Amaravati capital city under the cover of the Swiss Challenge method. They did so by making direct negotiations with the master developer and thereby caused huge negative financial implications to the exchequer.”

“The then MA and UD minister Narayana (A-2), played a key role in connivance with other accused in the fixing of the location of the start-up area, owing to his position as the vice-chairman of the APCRDA. Using the prior privileged information about the location of the start-up area, he purchased acres 58.50 and 2 cents of agricultural lands located in and around the start-up area during June, July, and August, 2015 for ₹3.66,69,500 in the name of his associates, Potturi Prameela (A-8), employee of NSPIRA, Rapuru Sambasiva Rao, (A-9) treasurer of Narayana Educational Society, Nellore and brother of (A7) and Avula Muni Shankar (A-10), employee of Narayana Medical College and cousin of A7, ie, even before submission of the Swiss Challenge proposal by a Singapore Consortium in October 2015.”

“Prameela received the amount from M/s NSPIRA Management Services Pvt. Ltd and Avula Muni Shankar and Rapuru Koteswara Rao received the amount from P Ramadevi, wife of Narayana, for purchase of lands in their names.”

“Thus, a large wrongful personal gain accrued to A-2, by exploiting the confidential and privileged information on the possible location of the seed area/start-up area in the capital city and by misusing his own role as a discretionary authority in deciding the location of the seed area and purchasing lands with the support of his close family members and associates who facilitated benami transactions.”

Further associates of Narayana (A-2), ie, Prameela, Muni Shankar along with Varun Kumar Kothapa (Brother of Puneeth Kothapa (son-in-law of Narayana) and Rapuru Sambasiva Rao (who is the brother of the wife of A-2) jointly offered the above lands to APCRDA for land pooling.”

“The APCRDA, in return, allotted the reconstituted plots jointly in Lingayapalem, Uddandarayunipalem, and Mandadam villages and APCRDA has paid an annuity amount of ₹1,92,11,482 into their respective bank accounts.

“The additional director general of police, CID, has requested the government to issue orders for attachment of the properties and the government gave the authorization.”
