5 IPS officers, including Shanker Reddy made DGP

Other than Shanker Reddy, N.C. Asthana, A Hemachandran, Rajesh Dewan and Muhammed Yasin are the other IPS officers of 1986 batch who were given promotion to DGP rank by the previous UDF government.

Thiruvananthapuram: A quick verification (QV) by the Vigilance and Anti-Corruption Bureau (VACB) has concluded that five IPS officers, including Shanker Reddy, got promoted to DGP rank violating norms, but it is not an offence under the Prevention of Corruption Act.

The QV report submitted to the Vigilance special court here on Wednesday also recommends a review of the promotion of these officers of 1986 batch and even to consider the possibility of revoking it. The QV was ordered by the Enquiry Commissioner and Special Judge (Vigilance).

N. C. Asthana, A. Hemachandran, Rajesh Dewan and Muhammed Yasin are the other IPS officers of 1986 batch who were given promotion as DGP by the previous UDF government and ratified by the present dispensation.

The QV by Vigilance Special Investigation Unit - I circle inspector C. S. Vinod says, the promotions were in violation of IPS Cadre Rules section 4(2) overlooking objections of Centre.

The report said that the posting of Mr Reddy as Vigilance director was not justifiable. The VACB also recommended that in future promotions to DGP rank should be made in accordance with rules.

However, it states there were precedents of even IAS officers within the state as well as IPS officers being given promotion in a similar manner.

The quick verification report also said that the IPS officers were sidelined in cadre review by not sanctioning sufficient cadre posts as that of IAS or Indian Forest Service (IFS) officers. While there are only two cadres posts of DGP for 94 IPS officers, for 66 IFS officers there are three cadres posts of Principal Chief Conservator of Forests.

For 126 IAS officers, there are four cadre posts. Meanwhile, sources said that the promotions were given by creating temporary cadre posts and ex-cadre posts as per the IPS cadre rules.
