Though it’s been more than 21 months since the TRS government came to power, some ministries have failed to im-plement certain decisions of the government as fast as they should have.
The ministries and departments have also failed to come up with report cards, though it was earlier decided to prepare such reports every 100 days.
“For the CM, the first two years went in identifying the priorities and in planning. He wants to execute his plans in the next two years in a foolproof and time-bound manner.

"Since the year after that will be the election year, he will hardly find sufficient time for governance due to political activities. He strongly believes that the coming two years are crucial for the TRS government and will determine whether or not the party will retain power after the 2019 elections.
"For this, he feels a strong Cabinet is needed which can ensure an effective deli-very mechanism of his plans by leading their respective departments from the front. The appraisal system is being tuned to meet this goal,” said a CMO official.
The CMO has been asked to assess the performance of ministers on various parameters, the prime being how they fared in the execution of decisions taken by the CM and Cabinet from time to time in their departments and the command they have over their subjects in guiding their official machinery to meet the targets.

Mr Rao has decided to take up a bus yatra soon after the completion of the Budget Session and tour all the districts to know the pulse of the people regarding the governance of the TRS and the corrective measures to be taken in case of any follies in the delivery mechanism.
“Based on the appraisal reports, the CM will go for a Cabinet reshuffle in the coming months which will remain as the ‘election Cabinet’. Ministers with poor performance will be removed and assigned party responsibilities,” the official added.
