Chennai: New Bill to upgrade Avadi as Municipal Corporation

Chennai: The Tamil Nadu government introduced a new Bill in the Assembly on Friday that seeks to establish a new Municipal Corporation for suburban Avadi on Chennai’s western outskirts. It will replace an Ordinance promulgated for the purpose in March 2019.
The Bill to enact the ‘Avadi City Municipal Corporation Act’, 2019, introduced in the House by Mr. S.P. Velumani, minister for Municipal Administration, Rural Development and Implementation of Special Programmes, will repeal the ‘Avadi City Municipal Corporation Ordinance, 2019’ promulgated by the Governor on March 9, 2019.
The statement of objects and reasons appended to the new Bill says considering the increase in population, growth in annual income and the level of civic services to be provided for fulfilling basic needs of the growing population of Avadi Special Grade Municipality, the Government decided to upgrade it into a Municipal Corporation. Hence, the Government decided to undertake a legislation “adopting the provisions of the Municipal Corporation Act, 1981”, with suitable modifications, it said.
Mr. Velumani also introduced two other Bills in the Assembly today, to replace recently promulgated ordinances extending the tenure of Special Officers of rural and urban Local Bodies across the state by six more months up to December 31, 2019, as it was not possible to complete the preparatory work for conducting the Local Bodies elections when Parliamentary election work was on.

Local Bodies elections, the statement appended to the Bills said.
Hence, the extension of tenure of the Special Officers, it added. The main Opposition DMK opposed these two Bills, demanding elections should be held to the Local Bodies.
